The Industrial Wastes Database Management and Flow Control Administration Project

The Industrial Wastes Management Center (IWMC), Environmental Protection Administration of ROC was established for the purpose to form a professional organization that could provide technical consultation and assistance to the industrial plants owners, operators and wastes disposal contractors to thoroughly understand and in compliance with relevant environmental protection regulations, so therefore the Industrial Wastes Database Management and Flow Control Administration Project ( this project) was established to carry out the tasks. The IWMC has publicized the categories of industries required for periodical on-line declaration of their wastes production, storage, disposal, treatment, reuse, exporting and importing status. By December 15, 2007, the database showed 21, 071 plants required for on-line declaration and the on-line declaration compliance rate is 96%. The compliance rate has achieved the submission rate of project goal of 95%. For those required to submit Industrial Wastes Disposal Plan, 22,614 plants have submitted, making the submission rate at 96.1% (the project goal is 95%) by December 15, 2007. In order to unify and improve the Disposal Plan editing and review quality, this project completed the edition of the 28 industrial categories – “Raw Material, Products and Wastes Listing”, “Industrial Wastes Disposal Plan Reference Guide” and “Review Operation Handbook”, for industrial sectors and environmental bureaus operation guidance. Currently (by December 15, 2007), the Disposal Plans have been reviewed by manual inspection and computerized program total of 21,487 plants. This project runs routine cross-checks of industrial wastes flow and lists suspicious plants for follow-up and consultation. By December 15, 2007, a total of 186,704 plants were checked. By December 2007, 61 special task projects were conducted, 19,984 plants were checked. To summarize, this project has achieved the following 5 points: 1. the database has been improved for its integrity and rationality, 2. the industrial units have got into the habit of periodical on-line declaration, 3. the industrial wastes cross-checks continued to improve its efficiency, 4. the mature training and management mechanisms, 5. to assist to establish the industrial wastes baseline database.
